The Joint Information Exchange Environment (JIEE) is the National Guard Bureau’s web-based, interagency mission coordination and situational awareness (SA) system of record and is used to manage Events, Missions, Requests for Information (RFIs), and Requests for Assistance (RFAs) across all U.S. states and territories. JIEE facilitates information sharing and collaboration between the National Guard and its mission partners. JIEE also provides a geospatial information-sharing framework that contributes to the development of the NGB’s Common Operational Picture (COP) for enhanced situational awareness (SA).

JIEE is a critical component of the Joint CONUS Communications Support Environment (JCCSE) that enables the transformation of the NGB and State Joint Forces Headquarters (JFHQs) into operational forces that support Homeland Defense and Civil Support (HD/CS) activities. JIEE leverages mission and event data combined with “real-time” event sharing functionality to facilitate collaboration with state, regional, and national entities during natural disasters and critical events. Specifcally, JIEE enables states to request information and assets from other states using a common, collaborative technology platform that leverages national government and industry standards to help ensure data-level interoperability and facilitate information sharing across the NGB and its interagency partners. As a result, JIEE enables the NGB to coordinate sourcing of assets across State JFHQs to support regional and national incident response activities for natural disasters such as hurricanes, earthquakes, flooding, or for National Security events.

JIEE improves NGB emergency response eorts because it ensures access to critical event-related information and supports relevant planning, decision making and Standard Operating Procedures (SOPs). Additionally, it supports the building and sharing of a “real-time” Common Operational Picture which enhances Command and Control, Communications, Computers (C4) and National Guard asset coordination during incident response activities. Furthermore, it enables both Training and Exercise environments to support scenario-based utilization of JIEE capabilities tools in accordance with SOPs and the Military Decision Making Process (MDMP).

JIEE is a powerful tool not only for emergency management and operations centers, but for large, geographically-dispersed operations as well. As a result, NGB has declared JIEE as the National Guard system of record for tracking Events, Missions and RFIs/RFAs at each of the State Joint Force Headquarters and collectively at the National Guard Bureau headquarters.
