Hubzone Program

Founded in 2002, Govsphere is a SBA-certified HUBZone company that develops innovative IT solutions to facilitate information sharing and collaboration across the enterprise. Whether enabling collaboration across mission-critical environments or developing a next-generation Telehealth platform to decrease the cost of health care, we recognize that technology is an enabler that, combined with sound business processes and a solid organizational strategy, can solve today’s greatest challenges. As a result, Govsphere develops unique solutions that are customized and tailored to meet the specific needs and requirements of our customers.

The U.S. Small Business Administration’s HUBZone small business contractor program allows Govsphere to support US Federal public sector organizations utilizing various contract vehicle options. The HUBZone program helps small businesses in urban and rural communities that are economically disadvantaged gain preferential access to federal procurement opportunities. These preferences go to small businesses that obtain HUBZone certification in part by employing staff who live in a HUBZone. The company must also maintain a “principal office” in one of these specially designated areas.

As a partner to a program that encourages economic development in historically underutilized business zones, Govsphere understands the importance of ensuring that every effort is made to reach under-served populations as demonstrated by its participation in the program since 2012. Govsphere fully commits its resources to maintaining and achieving compliance and success within the program. Through our deep understanding and commitment to the HUBZone small business contractor program, we successfully offer our clients the highest quality of service, while creating opportunities and growth for our employees.

Contracting Officer HUBZone Program Contractor Information?

A contracting officer can determine what type of HUBZone contracting opportunity to conduct.

  • Competitive HUBZone Set-Aside Contract: can be awarded if the contracting officer has a reasonable expectation that at least two responsible HUBZone small businesses will submit offers and that the resulting contract can be awarded at a fair market price.
  • Sole Source HUBZone Contract: can be awarded if the contracting officer does not have a reasonable expectation that two or more qualified HUBZone small businesses will submit offers, determines that the qualified HUBZone small business is responsible, and determines that the contract can be awarded at a fair price. The government estimate cannot exceed $5.5 million for manufacturing requirements or $3.5 million for all other requirements.
  • Full and Open Competition Contract: can be awarded with a price evaluation preference for HUBZone firms. The offer of the HUBZone small business will be considered lower than the offer of a non-HUBZone/non-small business-providing that the offer of the HUBZone small business is not more than 10 percent higher.
